HARGEISA, (ANN) — The Ministry of Finance and Economic Development of Somaliland has inaugurated the implementation of the Somaliland Financial Management Information System (SLFMIS) at Hargeisa General Hospital, as part of wider efforts to modernize public financial management across government institutions.
The inauguration ceremony, held at Hargeisa General Hospital, was attended by officials from the Ministry of Finance and Economic Development and the hospital’s administration.
Ministry officials said the SLFMIS is designed to strengthen financial management, accountability and transparency while making it easier for government institutions to manage revenues, expenditures and other financial operations.
According to officials, the system is expected to improve the efficiency and quality of financial services by providing more integrated and timely financial information and reporting.
The implementation at Hargeisa General Hospital is also part of a broader government plan to introduce the SLFMIS across government hospitals in the six major regions of Somaliland.
Integrated Financial Management
At Hargeisa General Hospital, the system will support the modern and integrated management of a range of financial and administrative activities, including:

Budget management
Payments and expenditures
Procurement-related financial processes
Employee and payroll-related management
Financial reporting
Accounting and financial controls
The Ministry said the system will strengthen financial procedures and improve the tracking of financial activities, while enabling the hospital to obtain accurate, complete and timely financial information.
Business Process Re-engineering
Officials said particular attention was given during the preparation and implementation of the system to Business Process Re-engineering (BPR), financial data preparation and processing, staff training, and compliance with Public Financial Management (PFM) requirements.
The preparation and implementation process has taken approximately 25 months, according to officials involved in the project.
