Hargeisa (ANN) – Somaliland’s National Judiciary Conference has endorsed a comprehensive judicial reform roadmap aimed at strengthening the rule of law, modernizing court administration, and improving access to justice across the country. The recommendations, adopted following the June 28–29, 2026 conference in Hargeisa, set out a four-year reform agenda for the justice sector covering 2026–2029.
The reform package outlines a broad strategy to improve judicial independence, efficiency and public confidence through legal, institutional and technological reforms. It follows commitments made during the National Justice Conference first convened in late 2025, where government leaders pledged to prioritize justice sector modernization.
Among the conference’s principal recommendations are the establishment of a Justice Training Institute to provide professional education for judges, prosecutors, lawyers and court personnel, alongside the introduction of a nationwide digital Case Management System linking courts, prosecutors, police, correctional services and other justice institutions.
The roadmap also proposes:
Modernization of court administration through digital technologies.
Construction and rehabilitation of courts and justice facilities.
Strengthening the execution of court judgments.
Expansion of legal education and professional training.
Improved transparency, accountability and anti-corruption measures.
Enhanced forensic and criminal investigation capacity.
Greater cooperation among justice institutions.
Development of electronic records and national justice databases.
Somaliland Judiciary Issues Comprehensive Reform Plan to Modernize the Justice System
The conference further called for the review and amendment of key legislation, including laws governing the judiciary, civil and criminal procedures, constitutional matters, citizenship, land disputes, sexual and gender-based violence, juvenile justice and other areas requiring modernization to meet current legal and constitutional standards.
Participants urged all state institutions, Parliament, the Ministry of Justice, the Attorney General’s Office, legal professionals, civil society organizations and academic institutions to cooperate in implementing the recommendations and strengthening Somaliland’s justice system.
The conference concluded that effective implementation of the reform roadmap would reinforce judicial independence, improve service delivery, expand public access to justice and strengthen the rule of law throughout Somaliland.
