Background
In recent months, Somaliland has witnessed a significant and notable influx of Oromo individuals, alongside other Ethiopian nationals.( more than 40,000), This substantial movement has raised several pressing concerns that are crucial for understanding the implications for Somaliland’s security framework, economic stability, social cohesion, and humanitarian obligations.
Historically, Somaliland has been celebrated for its culture of hospitality and openness. However, an unmanaged and uncontrolled flow of migrants can create considerable strain on the region’s existing resources, labor market, public services, and overall stability. Concurrently, the implementation of severe deportation actions could harm Somaliland’s international standing, potentially undermining its diplomatic relations with Ethiopia. This relationship is pivotal, given that Somaliland shares not only borders with Ethiopia but also essential strategic, economic, and cultural interests.
Hence, it is imperative to adopt a balanced and structured approach that respects Somaliland’s sovereignty while adequately addressing security concerns and upholding vital humanitarian principles.
Strategic Objectives
1. Implement measures that maintain the integrity and security of Somaliland’s borders without compromising humanitarian values.
2. Foster and maintain amicable relations with Ethiopia, ensuring that both nations benefit from cooperation on migration issues.
3. Ensure that Oromo individuals and other Ethiopians currently residing in Somaliland receive fair and humane treatment that respects their rights.
4. Work proactively to reduce potential long-term issues related to statelessness, lawlessness, or security disturbances that could affect both the existing population of Somaliland and the newcomers.
Recommended Policy Actions
1. Border Management & Control
Deploy a greater number of trained security personnel and immigration officials at key entry points and along informal border routes to enhance control and oversight of migration flows.
Establish joint border monitoring units in collaboration with Ethiopian authorities to facilitate the tracking and coordination of migration, ensuring transparency and accountability in the process.
Enforce stringent entry regulations to manage migration effectively while allowing for humanitarian exceptions, particularly in situations involving medical emergencies or family reunification cases.
2. Humanitarian Response
Prioritise the safe return of women, children, and other vulnerable populations to their communities in Ethiopia, implementing coordinated arrangements with the Ethiopian government to ensure their dignity and protection during the repatriation process.
Provide temporary shelters and essential humanitarian aid to migrants in Somaliland until appropriate arrangements can be made for their return, ensuring that basic needs are met during this period.
3. Youth Policy
Implement specific policies to protect young boys under 15 years of age by facilitating their reunion with families in Ethiopia, in order to prevent social issues stemming from unattended minors within Somaliland.
4. Residency & Legal Status
Extend Temporary Residency Cards, valid for 24 months, to all remaining adult Ethiopian nationals, with particular emphasis on men of working age, to ensure their protection and legitimate presence in Somaliland.
Link the issuance of residency cards to comprehensive systems for work permits, which will help regulate employment opportunities and prevent the exploitation of migrants.
Conduct health checks and security screenings for all applicants to safeguard public health and safety.
5. Registration & Documentation
Develop and establish a centralized database to comprehensively document all Ethiopian nationals (including Oromo individuals) residing in Somaliland, which will facilitate better oversight and resource allocation.
Introduce biometric registration systems to prevent duplication of records and enhance security measures.
Issue Resident Permits to individuals who satisfy the established legal criteria for remaining in Somaliland.
6. Security & Protection
Ensure that all Oromo individuals and any registered residents are treated with fairness, justice, and dignity, in alignment with Somaliland’s enduring traditions of hospitality and Islamic values.
Enforce a strict prohibition against any forms of harassment or mistreatment from law enforcement officials or private citizens, fostering a safe environment for all residents.
Establish a robust grievance and complaint mechanism that allows residents to report any abuses or discrepancies they encounter, ensuring accountability and protection for their rights.
By implementing these comprehensive strategies, Somaliland can navigate the complexities of the current situation with both wisdom and compassion, promoting stability while honoring its humanitarian obligations.
Expected Outcomes
Through these engagements, we anticipate several positive outcomes:
A controlled and significantly reduced influx of unregulated migration, ensuring safety and stability across borders.
The maintenance of peaceful and cooperative diplomatic relations with Ethiopia, promoting regional stability.
Improved internal security through effective registration and monitoring systems that ensure accountability and enhance community safety.
An enhanced international image of Somaliland as a responsible and humane state, committed to the well-being of its citizens and constructive international partnerships.
7. Diplomatic Engagement with Ethiopia
To effectively address migration challenges and streamline return processes, we propose the establishment of a joint Somaliland–Ethiopia Migration Committee. This committee would play a crucial role in coordinating the safe and orderly return of migrants, facilitating the necessary permits, and managing humanitarian arrangements to assist those affected.
