Somaliland The National Commission for Higher Education officially launched today, 25 December 2025, the system known as the Higher Education Management Information System (HEMIS), with the purpose of strengthening governance, enhancing transparency, improving quality assurance and supporting decisions grounded in reliable data across the higher education system in Somaliland.
Higher Education Management Information System (HEMIS):-
HEMIS, by definition, is a comprehensive digital application designed to improve governance, promote transparency and ensure quality in Somaliland’s higher education system, enabling universities, the commission and stakeholders to efficiently collect, manage and analyze academic, administrative and all other concerned data efficiently.
SHARED COMMITMENTS :
The success of the Higher Education Management Information System (HEMIS) depends on close and sustained commitments
and collaboration between the National Commission for Higher Education and all universities across the country. This partnership forms the foundation for improving quality assurance, accountability and good governance within Somaliland’s higher education sector.
NCHE’S COMMITMENTS:-
The National Commission for Higher Education (NCHE) is committed to guiding strategic leadership, sound regulation and continuous supervision to secure the effective and sustainable operation of HEMIS. In fulfilling its mandate, the National Commission will undertake to:
◦ Develop and apply clear policies, regulations and standards that guide the use of HEMIS across all higher education institutions,
◦ Provide technical guidance, training programs and institutional capacity-building to promote uniform and effective adoption of the system,
◦ Monitor and maintain correct, consistent and compliant data to support trust, reliability, and accountability.
◦ Promoting coordination and structured information exchange among universities and relevant national bodies,
◦ Safeguarding data security, confidentiality and responsible use in accordance with national laws and recognized best practices.
Through these commitments, the Commission aims to enhance governance, transparency and public trust in Somaliland’s higher education, while simultaneously helping universities meet national and institutional objectives.

UNIVERSITIES’ COMMITMENTS:-
Universities commit to full institutional responsibility by:
◦ Regularly update and maintain accurate institutional information, academic programs and existing facilities,
◦ Register and properly manage all academic programs and courses offered.

◦ Ensure the accuracy and validity of lecturer records and employment contracts,
◦ Systematically record student admissions, academic progress and graduation outcomes,
These measures ensure that higher education data remains reliable, transparent and trustworthy.

STEPS FORWARD FOR PROGRESSING THE SYSTEM:-
HEMIS is designed as a future-oriented system to support the long-term future development of higher education system, which includes:
◦ Connecting HEMIS to government and educational databases to facilitate secure information sharing and coordinated system connectivity.

◦ An online application system that allows employers and stakeholders to confirm graduate credentials,
◦ HEMIS designed for use on smartphones and tablets, allowing users to securely access the system anytime and from any location,
◦ Utilizing advanced data analytics to monitor performance, inform policy planning and improve educational outcomes.
◦ Training staff and administrators to effectively use the system for data entry, reporting and decision-making.
◦ Designing the system to grow with increasing users and evolving technological standards.

◦ Creating Steps to Strengthen and Modernize the System for sustainability.
These developments will enhance service delivery, improve institutional efficiency and support evidence-based decision-making across Somaliland’s higher education system.

NATIONAL ACHIEVEMENTS:-
HEMIS, under the leadership and regulatory oversight of the National Commission for Higher Education, Somaliland universities are collectively and collaboratively building a modern data-driven and trusted higher education system.

HEMIS has significantly improved efficiency, transparency and the quality of higher education management in which produce benefits for stakeholders as such:
◦ Universities will benefit from streamlined academic and administrative data management.

◦ The Commission will gain access to trustworthy data and analytical information that supports informed decisions and policies.

◦ The public will also benefits from modern services, such as online graduate verification, which increases trust, accountability and confidence in the higher education system.
◦ Students benefit from transparent and reliable academic records, reducing the risk of errors or disputes over grades and qualifications.
◦ Access to online graduate verification ensures that their credentials are recognized and trusted by employers and other institutions, nationally or internationally.

◦ HEMIS supports improved educational planning and quality, enabling students to pursue programs that meet national standards and workforce needs.
◦ The system promotes accountability and fairness, helping students complete their studies without facing administrative obstacles or Misleading practices.
◦ Meeting national needs, aligning with Global expectations and advancing Higher Education in the Wider Global Context.

◦ Prior to HEMIS, the higher education sector faced challenges including corruption, falsified degrees and students dropping out without accountability. HEMIS now effectively addresses these issues, eliminating such malpractice and ensuring that the system is efficient, trustworthy and conducive to sustainable progressive development.

Finally, I like to put forward best Congratulations and commendations to the Higher Education Commission, particularly the chairman Prof. Halas, the DG Adam and directors for the progressive steps they have taken today in launching the new system-HEMIS, which enhances the quality of Somaliland’s higher education system and quality.
