WASHINGTON, D.C.(ANN) — A guest of Rep. Ilhan Omar (D-Minn.) was arrested Tuesday night during President Donald Trump’s State of the Union address after allegedly refusing orders to sit and blocking others in the gallery, U.S. Capitol police confirmed. The incident has sparked sharp debate over protest rights, Capitol decorum rules, and law enforcement conduct.

Omar to highlight her experience with federal immigration enforcement. Rahman was forcibly removed from the House gallery and arrested on a charge of “Unlawful Conduct” — a misdemeanor that can carry up to six months in jail or a fine — after officers said she “started demonstrating” and refused repeated orders to sit down during the speech.


Capitol Police stated that all State of the Union tickets clearly prohibit demonstrating and that anyone violating those rules could be removed. Police said the guest was informed of the requirement to sit but declined to comply, leading to her arrest.

Controversial Backstory and Reaction
Rahman has been at the center of controversy prior to the State of the Union. In January, she was filmed being dragged from her car by federal immigration agents in Minneapolis in an encounter tied to the Trump administration’s enforcement actions. Rahman, who has autism and a traumatic brain injury, said she was on her way to a medical appointment and repeatedly told agents she was disabled before being removed from the vehicle.


Rep. Omar, criticizing the Capitol police response, called the arrest “heavy-handed” and said it sends a “chilling message about the state of our democracy.” In a statement released by her office, Omar said Rahman stood “silently in the gallery” and was removed despite warning officers about her injuries and told them she was not a threat. Omar has demanded a full explanation from police about the circumstances of the arrest.

Supporters of Rahman’s actions say the arrest reflects a broader pattern of confrontational law enforcement behavior toward activists and critics, particularly those involved in immigration issues. Rahman was taken to George Washington University Hospital for treatment following her removal and later booked at the U.S. Capitol Police headquarters. She was released early Wednesday after being processed and cited.
