Hargeisa (ANN)- The 54th meeting of the Council of Ministers of the Republic of Somaliland was held today, chaired by President Abdirahman Mohamed Abdillahi (Cirro), and attended by Vice President Mohamed Ali Aw Abdi. The meeting took place at the Presidential Palace and focused on key national priorities including drought response, security, public health, and government transport management.
1. National Drought Emergency Report
The Minister of Religion and Endowments, Sheikh Abdullahi-Bashe Dahir Jama, presented a sensitive and urgent report on the worsening drought situation affecting the entire country.
The Minister highlighted:
Severe impact on people and livestock across rural pastoral communities
Increased vulnerability among children, women, and the elderly
Urgent need to declare a national emergency
He called on Somaliland communities inside and abroad — especially business leaders and wealthy individuals — to contribute to drought relief efforts. He stressed that helping drought victims is both a religious obligation and a national duty.
The Minister also urged national awareness institutions to clearly communicate the real humanitarian situation facing drought-affected communities.
With the holy month of Ramadan approaching, he emphasized the importance of unity, charity, prayer, and collective national action to overcome the crisis.
2. National Security Situation
The Minister of Interior and National Security, Abdelle Mohamed Arab, reported that the overall security situation of the nation remains stable, with no major threats currently facing the country.

He also briefed the Council on a joint field mission involving security and government officials to the Salel and Awdal regions, aimed at:
Assessing local security conditions
Strengthening community unity and coexistence
The Minister noted that these efforts are progressing successfully.
3. National Public Health Situation
The Minister of Health Development, Dr. Hussein Bashir Hirsi, reported widespread fever cases across all regions of the country.
To assess the real situation on the ground, the Ministry conducted field visits to:
Togdheer
Saraar
Sool
Sanaag
Key outcomes:
26 health centres assessed
Medicines distributed across affected regions
Doctors deployed to treat fever cases
Health services provided to over 5,000 people
Community awareness campaigns conducted
The Minister confirmed that the Ministry continues to monitor and respond to emerging health risks linked to drought conditions.
4. Government Transport Management Reform
The Minister of Transport and Road Development, Osman Ibrahim Noor (Afgaab), presented a report on state transport usage and compliance systems.
Key proposals included:
Establishing transport management departments within each ministry
Strengthening vehicle tracking, registration, and monitoring
Improving maintenance and efficient use of government vehicles
Protecting state transport assets under national law
The Minister emphasized that proper management of state vehicles is essential for national security and asset protection.
