context and Background

Since 2013, the Somalia Resilience Programmed (SomRep) has been running in Somalia with a focus on the strengthening of community resilience through inclusive poverty reduction and economic growth to achieve short and long-term resilience goals. To achieve poverty reduction, the poorest and most vulnerable communities are being supported through a bottom-up economic growth approach.

Village Level Resilience Program (VLRP) is working under the overall technical support of SomRep and under the direct supervision of DRC.It has 4 key components including Village Savings and Loans Associations (VSLA), Small and Medium Enterprises (SME) development, Farmers capacity building and support and Early Warning and Action.

The program is working in four districts (Dolow, Luuq, Belethawa and Baidoa) in South-Central Somalia. DRC and its joint-venture partners (World Vision International-Somalia and Cooperazione Internazionale) have been implementing the project since June, 2016.

To better raise public awareness of our work, strengthen our partnerships and improve advocacy efforts, SomRep VLRP would like to recruit a Somalia based company to help produce a video documentary that captures our key results, successes, challenges, best practices and lessons learnt from the project areas with a particular focus on the SME component.

The video documentary will focus on the impact of SomRep VLRP’s work in Somalia by highlighting success stories of beneficiaries of the intervention across the entire spectrum of our programming, in selected projects.

Purpose
The overall objective of the assignment is to produce a programme documentary film on the SomRep programme highlighting best approaches, best practices, achievements and real outcomes in the programme focal areas.

Key Responsibilities
Scope of consultancy
The assignment will be limited to Dolow VLRP supported Villages. This includes, brainstorming with the field team to identify successful project activities from the four program components, VSLA, SME, Agriculture and DRM.

Key tasks with list of ‘key activities’, under each responsibility.
In collaboration with project staff to identify potential project activities that will be considered.
Hold interviews with beneficiaries using storytelling for maximum impact
Submit a storyboard and script for the documentary to TL for approval before filming
Present draft documentary to SomRep VLRP Team Leader and DRC at the end of the field mission and incorporation of comments
Produce an edited Video Recording of the scenarios captured, and the footage of the recorded stories.
Present a complete 20-30-minute documentary film version, and hand over 2 master copies of each version to TL.
Methodology
The consultant shall use the basic steps in storytelling data collection procedures. The documentary video will focus on the impact of SomRep VLRP’s work in Somalia by highlighting success stories of beneficiaries of the intervention across the entire spectrum of our programming, in selected projects.

Key deliverables/outputs
Under the direct supervision of VLRP Team Leader (TL), the service provider will be required to do the following:

Establish the documentary film’s overall concept and scenario.
Visit 8 selected project sites and interact with the local communities/beneficiaries who have been impacted by the SomRep-supported projects to get the contextual information. The projects will be selected as follows: 2 in Dollow town, 1 in Una village, 1 in Warayle village, 1 in Kurtun village, 1 in Daygab village, 1 in Hamara village and 1 in Barabaray village.
Develop the documentary script and storyboard to be used in the film.
Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders. DRC and DANIDA logo shall appear in all necessary aspects of the film.
Edit the videos by adding subtitles in English language.
As per the guidance of VLRP project team, capture High resolution Images for VLRP key activities
Produce one 20-30 minutes long final programme documentary film on DVD
DRC/DDG’s responsibilities
DRC will pay the agreed consultancy fees inclusive of all other costs to carry out this consultancy and no other cost shall bear on DRC.

Reporting Arrangements
The consultant shall work under the direct supervision of Somalia Resilience Program-VLRP team Leader with administrative oversight of Country M&E manager. The Communications Coordinator will provide guidance on DRC and Donor visibility issues. Area Program Coordinator for Gedo and lower juba will also closely guide the process at field level.

DURATION OF ASSIGNMENT
The assignment will be completed within 12 days. This will be done from 24th July to 4th August 2018. A draft documentary must be submitted to DRC by the 30th of July 2018.

EXPECTED PROFILE OF CONSULTANT
The service provider will be required to have the following:

More than 5years experience working in similar field
Extensive experience in producing development work related documents for publication and documentaries for International Organisations with the aim of reaching both local and international audiences
Experience in working with UN agencies and other International Organizations
Local knowledge of the provinces and languages in Somalia
Excellent technical capacities (state of the art filming equipment preferably High Definition) to ensure smooth and high quality production
Experience in development communication
TERMS & CONDITIONS
Gedo region security remains unpredictable, DRC will not be responsible for any security or cost outside the agreed terms. The consultant shall accept to travel to the project sites to document the project success, and good practices. In addition, DRC/DDG has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework

Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment; and
Sample work previously done for other clients.
