That Sparks Controversy agreement has caused concern among the Puntland opposition and the Las Anod administration

Nairobi (ANN)- The government of the Republic of Somaliland and the Puntland regional administration, part of the Federal Government of Somalia, have signed a new agreement on security and cooperation in the areas of trade and transportation.
Officials from both sides who met in Nairobi issued a statement on Sunday announcing the agreed points of cooperation to work together to combat terrorism.
In a two-day conference in Nairobi, Puntland welcomed the independence of the Republic of Somaliland, while Somaliland praised Puntland for its fight against so-called terrorism and the progress it has made.
The points agreed upon by the two administrations were: security cooperation regarding Islamists, community pacification and ending the conflict in the city of Erigavo, trade and aviation policy.

Puntland, during the war with Somaliland in Las Anod in 2023, supported the Garowe administration with arms and troops in the conflict against Somaliland in Lasc Anod.

However, the two sides, Somaliland and Puntland, who exchanged prisoners captured in the Las Anod war a 30th April 2025, have now become much closer after relations between the Federal Government and Puntland deteriorated.

It is worth noting that Puntland is part of the Federal Republic of Somalia, which was established in 2004, while Somaliland declared independence in 1991 but has not yet received recognition. However, it is a Somaliland democratic state that has held free elections, with five presidents who have changed power through direct elections.
The agreement is seen as a major step forward in terms of security, trade and transport cooperation between the two sides, but it is already being strongly opposed by opposition figures within the Puntland administration, despite not having a significant influence on politics. In addition, the recently announced administration of the northeastern city of Las Anod sees the agreement as dangerous and damaging.

Former Minister of Communication and Technology Somaliland Abdiweli Sheikh Sufi, one of the Kulmiye opposition party, described the agreement as a violation of the Somaliland Constitution, pursuing constitutional issues.
“Apparently the government’s actions that control the country say they are hurting land independence of land and political to the Republic of Somaliland. ” he stated.

“The Somaliland community urges them to always stand for the national defense, and hold the government accountable for its actions.”

Puntland and Somaliland, which have had major disagreements in Las Anod in the past, and have fought wars between them at times, are not the first to have such cooperation. They have often collaborated on security issues, although they have not reached an agreement like the one presented to the media.
