UNESCO / UN recognizing the Xeer Ciise (Isse clan tradition) has triggered deadly tensions in Somaliland. In Borama and Zaila/ cities, more than 15 civilians were killed, and 100 were injured, a tragedy rooted in how this cultural recognition was politicized.
However, the President once again reversed the decision after last night’s announcement, which did not change the crisis. Today, he again issued a decision to completely cancel the exhibition of the traditional book the Issa clan’s traditional legal code.(Xeer Ise), which was to be presented in Zeylac.
Although the violence did not stop even when the President of Somaliland, Abdirahman Mohamed Abdullahi (Cirro), issued a decision to cancel the event on Saturday.
The government was criticized for its handling of the issue and for its reckless and contradictory decisions that showed leniency towards the administration and government.
The contradictory decisions made by the government have caused the resignation of Somaliland’s Minister of Information Ahmed Yasin Sh Ali Ayanle, from the Awdal area of Boorama City. Minister Ayanle was the one responsible for sharing with the media the government’s previous decision to allow the traditional book the Issa clan’s traditional legal code.(Xeer Ise),ceremony, which created tension in Somaliland.
The resigned minister Ayanle, was an important member and one of the most influential in the government formed by President Abdirahman Cirro when he took office on November 13, 2024.
This issue has been widely discussed by opposition parties and some traditional community leaders, with traditional elders arriving in Boorama today, seeking to defuse the tension, as the government canceled the ceremony planned to be held in Zaylac, which has greatly shaken security in western Somaliland.
Boorama Security forces have been withdrawn from Boorama town, where Burco traditional leaders and others who accompanied them from Hargeisa, all arrived in Boorama today, having held meetings with Awdal elders to calm the situation and discuss any concerns, which is a sign of the tradition of resolving conflicts and It is common in Somaliland for emerging situations to be resolved in a cultural way when such issues arise.
However, the events taking place in the region are related to the fact that the issue is not the Book of Rules, but there are political and government forces behind it, which seek to undermine the unity, stability and security of Somaliland, while pointing out that there are countries neighboring Somaliland and those outside the region.
Which have political objectives and goals in their plans to undermine the security and stability of Somaliland, which is of great importance to the region, although it cannot be denied that if the conditions that are intended to undermine the security and stability of Somaliland continue, it is not the countries in the region that will be spared if the security situation in Somaliland deteriorates or gets out of hand.
