Somaliland Finance Minister Explains 2026 Budget and Government’s Plans to Increase Military Salaries

CEERIGAABO, SANAAG (ANN) — Somaliland’s Minister of Finance and Economic Development, Hon. Abdillahi Hassan Aden, has explained the reasons behind holding the Ministry’s periodic budget meeting in Ceerigaabo, the administrative capital of Sanaag region.
Speaking during the meeting, the Minister discussed the 2026 national budget, government priorities and plans aimed at strengthening national security and improving the country’s public services.
The Minister highlighted the importance of taking government financial and budget discussions closer to the regions, saying that such meetings provide an opportunity to review the implementation of the national budget and engage with regional authorities and communities.
Government Priorities and Security
Minister Abdillahi Hassan Aden said that since the administration led by President Abdirahman Mohamed Abdillahi (Irro) took office, the government has taken a number of steps aimed at developing the country.
He identified national security as one of the government’s first priorities, highlighting the nationalization of civilian security forces and their vehicles as part of the government’s efforts to strengthen state institutions.
The Minister also said that the salaries of the various branches of the armed forces had been increased by 50 percent, describing the measure as part of the government’s efforts to improve the welfare and effectiveness of the security forces.
“The first step was to strengthen national security, including the nationalization of civilian forces and their vehicles. The salaries of the various armed forces were also increased by 50 percent,” the Minister said.
2026 Budget and National Development
The Minister’s remarks come as the government continues to implement its national budget and strengthen public financial management.
The Ministry of Finance and Economic Development is responsible for managing public finances, national budget planning and economic policy development.
The government has also linked improvements in public revenue and financial management to its ability to fund national priorities, including security, public administration and essential services.
The Ceerigaabo meeting therefore provided an opportunity for the Ministry to explain its budget priorities outside the capital and to emphasize the importance of regional participation in national development and financial planning.
