Hargeysa (ANN)- Wasiirka Shaqada iyo Arrimaha Bulshada ee Jamhuuriyadda Somaliland Md. Maxamed Cabdillaahi Obsiiye, ayaa soo bandhigay xad-gudubyo ka dhan ah Xeerka Shaqaalaha Rayidka ah ee ay ku dhaqmaan hay’adaha iyo shirkadaha kala duwan ee ka hawlgala dalka.
Wasiir Obsiiye waxa uu sheegay in hay’adaha iyo shirkadaha kala duwan ee ku sugan Somaliland ay ku xad-gudbaan nidaamka sharciga u yaal shaqaalaha dalka ee aan dawliga ahayn oo ah Xeerka Shaqaalaha Rayidka ee Lr.31/2004 ee uu ansixiyey Baarlamanka Somaliland uu u jeexay in loo maro qaadashada shaqaalaha cusub iyo ilaalinta xuquuqdooda, isla markaana waxa uu shaaciyey go’aan cusub oo wasaaraddiisu wax kaga qabanayo arrintaasi.
Wasiirka Shaqada oo shir jaraa’id ku qabtay xafiiskiisa, waxa uu ugu horreyn sharraxaad ka bixiyey qaabka uu sharcigani u fasaxayo in loo qaato shaqaalaha rayidka ah, waxaannu yidhi, “Qodobka 31-aad ee Xeerka Shaqaalaha Rayidka ah oo ka hadlaya qaabka shaqo qorista shaqaalaha waxa uu leeyahay ‘Iyadoo la ilaalinayo u sinnaanta muwaadiniinta ee fursadaha shaqo ee ka bannaanaada ama ka soo baxa hay’adaha, ururrada, shirkadaha, warshadaha, caalamiga ama waddaniga ah iyo wakiillada dawladaha (safaaradaha) waa in shaqaale qorista loo raaco qaabkan soo socota;
a) Jago kasta oo ka bannaanaata hay’adaha iyo shirkadaha kor ku xusan waa in ugu yaraan laba toddobaad lagu faafiyo wargeysyada waddaniga ah shuruudaha iyo wixii faahfaahin ah ee la xidhiidha shaqada bannaan ee la baafinayo.
b) Xulashada araajida, imtixaan iyo af ahaanba ee tartamayaasha jagooyinka bannaan waxa wadajir u samaynaya guddi ka kooban saddex xubnood oo kala ah; laba qof oo loo shaqeeyaha ka socda iyo sarkaal ka socda Wasaaradda Shaqada iyo Arrimaha Bulshada.”
Haseyeeshee, Wasiirku waxa uu sheegay in aan hay’adaha iyo shirkaduhu ku dhaqmin nidaamkaasi, waxaannu ku goodiyey inay wax ka qaban doonaan arrintaasi, “balse, sida iminka dhacda loo shaqeeyaha ayaa samaysta imtixaanka, loo shaqeeyaha ayaa qaada imtixaanka, loo shaqeeyaha ayaa saxa imtixaanka, Wasaaradda Shaqada iyo Arrimaha Bulshaduna halkii ay iyadu ka mid ahayd ayaa inay goob-jooge ka noqoto uun ay hay’adaha badankoodu ku shaqeeyaan.
Arrintaasi dhicimayso hadda kadib hay’aduhu sidaa ha ogaadaan, Wasaaradda Shaqada iyo Arrimaha Bulshadu xaqa ay ku leedahay imtixaankaa iyo samayntiisa iyo sixitaankiisa iyo tartamayaasha kala saaristooda ayey qaadan doontaa sida xeerkuba sheegayo,” ayuu yidhi.
Waxa kaloo uu tilmaamay in Xeerka Shaqaalaha Rayidku uu dhigayo in Wasaaradda Shaqada iyo Arrimaha Bulshadu ay diiwaangeliso dhammaan shaqaalaha rayidka ah ee u shaqaynaya shirkadaha iyo hay’adaha aan dawliga ahayn, isla markaana la diiwaangeliyo oo la kaydiyo nuqul ka mid ah heshiisyada dhexmara shaqaalaha iyo shirkadaha ama hay’adaha waddaniga ah ama caalamiga ah, si loogu xalliyo wixii khilaafaad dhexyimaada.
