Halbeegyada Tayada Waxbarashada Dunida Kaalintee Ayaynu Kaga Jiraa?

Tayada waxbarashada dunida waxa lagu cabbiraa halbeegyo (Standards)  oo adduunyadu isla taqaano, kuwaas oo si fudud loo fahmi karo. haddii aynu si gaar ah u eegno waxbarashada asaasiga ah waxa laga hubiyaa shantan qodob oo lagu qiimeeyaa.

1. Tayada Maamulka waxbarashada

2. Tayada Macalimiinta

3. Tayada Goobta waxbarashada

4. Tayada Manhajka

5. Xaaladaha ardayga ama nolosha bartaha

Halbeegga (Standard) ugu horreeya, isla markaana ugu muhiimsan ee lagu qiimeeyo tayada waxbarashada (Quality Education) wadddan leeyahay waa maamulka guud ee waxbarashada waddanka (Educational Governance), inta badan halbeegyada kalena waxa ay  si toos ah   ugu xidhanyihiin maamulka guud waxbarashada dalkaa. 

Maamulka waxbarashada waxa lagu tilmaansadaa awoodda iyo kartida hogaamineed ee waxbarashada waddanka laga bilaabo heer qaran, heer gobol, heer degmo ilaa heerka dugsiga hoose. Maamulka waxbarashada waxa kale oo ka mid ah go’aamadda masuuliyiinta (Executive Decisions) kuwaas oo ku salaysan xoggo si wanaagsan oo aqooni ku dheehantahay loo ururiyey loona  lafoguray iyo qiimayn lagu sameeyo Tayada waxbarashada, iyadoo go’aamaddaasi saamayn karaan wasaaradda gudaheeda, dugsiyada, shaqaalaha, agabka, siyaasadaha guud ee Waxbarashada iyo xeerarka la xidhiidhaba.

Qodobadan soo socda ayaa ka mid ah shuruudaha laga doonayo wasaaradda waxbarashada inay yeelato:

1. Waa In wasaaradda waxbarashadu leedahay siyaasad waxbarasho  oo si fiican u qeexaysa ujeedooyinka waxbarashada guud ahaan iyo gaar ahaan heer kasta iyo nooc kasta oo waxbarashada ah si loo qaabeeyo mustaqbalka waddanku leeyahay oo ah in  ilmaha ama qofka waxbaranaya noqdo mid akhlaaq ahaan iyo aqoon ahaanba dhisan oo lagu beero wadaniyad iyo waajibaadka saaran.

2. In uu jiro rabitaan siyaasadeed oo ku waajahan fulinta siyaasadda la dhigay (Political will) oo ay ka go’antahay madaxda waddanka, isla markaana ku qotonta siyaasada guud ee Qaranka.

3. In ay jiraan xeerar waxbarasho oo kala hagaya awoodaha ha’yaddaha dawliga ee la xidhiidha waxbarashada iyo heerarka wasaaradda (Administrative levels), ka qaybgalka bulshada, waxbarashada gaarka loo leeyahay oo ahmiyadeeda leh, ururada xirfadlayaasha ah sida Golaha barayaasha iyo daneeyeyaasha kale ee waxbarashada, kuwaas oo dhammaantood loo baahanyahay inay jirto siyaasad guud iyo shuruuc lagu hago.

4. In uu jiro qorshe istaraatiji (Strategic plan) kaas oo qeexaya qorshayaasha heerarka iyo noocyada waxbarashada iyo ujeedooyinkooda, qaabka loo fulinayo, cidda fulinaysa, caqabadaha ay tahay in laga gudbo, heerka la doonayo in laga   gaadho mid kasta (higsiga).

5. Jiritaanka Qorshaha maalgelinta waxbarashada (Education financing), qorshaha maalgelintu waa in uu qeexo miisaaniyadda guud ee waxbarashada iyo qaabka loogu qoondeeyey sida ay u kala mudan yihiin baahiyaha waxbarasho ee waddanka yaala oo waafaqsan waaqaca dhabta ah ee Bulshada.

6. Waa in uu jiro habka dhawrista tayada waxbarashada dugsiyada waddanka kuwa dawliga ah iyo kuwa gaarka loo leeyahay (Quality assurance)

7. In wasaaradda waxbarashadu awood u leedahay in ay isku dubbariddo hawlaha aynu kor ku sheegnay (Institutional Capacity): Marka la eego xaaladda waddankeena qodobkani waxa uu ka mid yahay kuwa ugu muhiimsan waayo waa in aynu qiimayno  ha’yaddii aynu u diranay inay fuliso hawlahan iyo kuwa kale oo  badanba.

Halkaa marka aynu marayno aynu isweydiino wasaaradda waxbarashada iyo Sayniska Somaliland ma leedahay awooddaa  iyo kartidaa?

Wasaaraddu ma leedahay Dukumenti qeexaya masuuliyaddeeda heer qaran (Clear Institutional mandate)?

Wasaaraddu ma leedahay qaab dhismeedkii hawl fulineed (institutional structure) ee suurtagelinayay in waax waliba hawsheeda qabsato iyada oo ay jirto masuuliyad waaxeed si  fiican u qeexaysa shaqada waaxda (Departmental Terms of References)?,

Qaab dhismeedku ma qeexayaa  maamul daadejin (Decentralization Mechanism) taas oo sheegaysa sida siyaasadda iyo adeegyada waxbarasho ay ugu soo daadagayaan  ilaa heer dugsi ama ilmaha fasalka fadhiya?. Waa kuwee  siyaasadaha iyo shuruucda ugu muhiimsan ee ay ku shaqaysaa, mase jirtaa siyaasad qaran oo mucayin ah oo u degsan Wasaaradda Waxbarashada Somaliland? 

Talo soo jeedin

1. Wasaaradda waxbarashada Somaliland,  iyada ayay hawli u taallaa inta aanay soo dhaafin xarunteeda, Waxa ay u baahan tahay in lagula dhiirado in lagu sameeyo  dib u eegis gun iyo baar ah (Functional review) iyo dib u habeyn baaxad leh (Institutional reform) si loogu diyaariyo inay ka jibbo keento rabitaanka siyaasadeed ee xukuumadda  haddii ay jirto iyo in ay daba qabatayso dugsiyada hoose/dhexe ee dawladda oo xiligan u dhaw inay xidhmaan.

2. In wasaaraddu xoojiso nidaamka ururinta iyo lafagurka xogta si go’aamaddeedu u noqdaan qaar ku salaysan xog lagu kalsoon yahay oo aanay waxba kasoo noqon doonin.

Ururinta, habaynta iyo lafogurka xogtu waxa ay wasaaradda ka caawin kartaa qorshaynta hawlaha ay ka midka yihiin dib u habaynta shaqada, tababarka macalimiinta, shaqaalaysiinta, dhismaha dugsiyada, isku dheelitirka ardayga iyo macallinka iyo shaqooyin badan oo kale, balse dhammaan arrimahan ayaa u baahan in marka hore la helo siyaasad qaran oo ku waajahan Waxbarashadda Dawliga ah iyo ta gaarka loo leeyahay.
